The little chart on the right helps me keep count of what I need for each production room, making sure all dwellers in the power plants have max Strength, etc. As I have more dwellers to train to max SPECIAL, I'll remove some of the weapon/outfit plants and put in extra training rooms. I'm at the point where I'm breeding new dwellers, training and leveling them for max HP, and I'm slowly swapping out the old less superior dwellers. I just let them play out and don't fight them. I also like keeping the empty rooms at the bottom and separated from the rest of my vault because when incidents happen down there, they don't spread to the rest of the vault. However, I felt it was a waste having 6-10 dwellers just chilling in rooms that don't serve any purpose 95% of the time, so I have my first two rooms as production and filled them with the best of my dwellers/weapons/outfits. I've seen some layouts that have all the warehouse rooms at the top, and at least the first couple of rooms are filled with max HP/best weapon/legendary gear dwellers to combat any invaders.
